Please try to remove the windows update and see if this solves the problem: I don't know when it started so I can't link to a particular Windows Update but I not made any changes to my hardware or installed new programs. The keys as the "quote mark and the tilde ~ print twice instead of the combination with the next character." I tried to reinstall the keyboard option, but I still have the same problem.
